This document was created by HHS' Family and Youth Services Bureau in collaboration
with nearly 60 institutions, federal agencies, and foundations. It represents
a commitment from the participating organizations to make youth development
a national priority, offers a conceptual framework for youth development, outlines
how to get involved, and describes some examples of model youth development
initiative.

This December 2002 Grantmakers in Health Issue Brief provides and introduction
to positive youth development; describes the characteristics of effective services
and programs; reviews the research in this area; and provides examples of programs
sponsored by the government, national organizations, and foundations that are
intended to support and promote positive youth development.

- Reconnecting Youth and Community: A Youth Development Approach
This 1996 report serves as a primer on youth development and is intended to
help communities begin rethinking youth services in the context of the larger
environment. It raises questions and offers guidance on the type of change necessary
before a youth agency, or the larger community, can begin to plan for and accept
youth development strategies.

- Youth Environmental Service: YES in Action, Program Summary, June 1996 (PDF 842 KB)
This program summary provides background on the YES initiative, as well as in-depth
descriptions of the development and operation of the six YES pilot sites. Created
through a partnership between the Department of Justice and the Department of
Interior, YES enhances youth's skills through work and education programs on
federal land. A YES program can be designed to intervene at various stages of
youth involvement with the system and to prevent at-risk youth from engaging
in delinquent acts.

- YouthBuild
This site describes the grant program and eligibility requirements. Youthbuild
provides grants on a competitive basis to non profit organizations to assist
high-risk youth between the ages of sixteen and twenty four, to learn housing
construction job skills and to complete their high school education. Program
participants enhance their skills as they construct and/or rehabilitate affordable
housing for low- and moderate-income persons.
